Summary of Position and Duties:

The Products & Compliance Specialist (PCS) is principally responsible for the research and team coordination, submission, implementation and maintenance of form, rate and rule filings in all of the states in which the Company operates. The PCS also assists the Company with the research and maintenance of legal and regulatory compliance as prescribed by state and federal laws, regulations and agencies. The PCS is also responsible of doing market research to identify potential insurance products/lines and provide reports on findings to Senior Management, including but not limited to providing feasibility analysis, rates and forms comparison, compliance observations, etc.

The PCS reports to the Chief Operating Officer.

Specific Duties:

  • Prepare form, rate and rule filings, including without limitation, performing the following functions;
    • Research multiple sources including competitors, interpret and apply laws, regulations, bulletins and filing requirements relating to Company products
    • Assist in drafting policy language and amendatory endorsements that comply with state laws and regulations
    • Assist in drafting state exception pages that comply with state laws and regulations
    • Format all material to the extent necessary for preparation for filing
    • Prepare filing memos, forms listings and other documentation needed for filing forms and/or rates
    • Prepare basic actuarial calculations to support rate or new product filings.
  • Implement form and rate filings, performing the following functions:
    • Final preparation and critical review of insurance products prior to release to ensure the quality of the documents and compliance with state insurance regulations
    • With Company approval, process and monitor the progress of state and other agency filings
    • Prepare and disseminate filing status summaries, updates and reports
    • Assist with the implementation of approved forms, rates and rules into the applicable policy issuance systems
    • Assist with the required notification to policyholders
  • Manage and prepare responses to state interrogatories (objections) within the time frames established by the applicable state, including performing the following functions:
    • Collaborate on issues with the appropriate Company personnel, including referring rate issues to the rate committee, and working with the underwriting and claims departments, and/or Counsel on complex form or other issues
    • Perform research and recommend solutions that would address issues raised by regulators or other outside entities
    • Communicate issues in a clear and concise manner to relevant people within Company as well as state regulators
  • Assist with and provide support to other departments during the testing of applicable policy administration systems in order to ensure that the appropriate forms and rating tools are being used and that the Company maintains compliance
  • Handle with the statistical reporting and ensuring the reporting is compliant.
  • Update existing compliance manuals and create new compliance manuals for new states.
  • Establish and/or maintain relationships with vendors and agencies related to the PCS role, e., forms, actuarial review, systems vendors, insurance departments, etc.
  • Assist with the continued maintenance of compliance documentation, policies, practices and procedures and adherence, as assigned, within any Company department
  • Research insurance laws and maintains an updated log of all new insurance laws related to the current or future operations of the Company.
  • Be cognizant of legal changes that may affect business

  • A college degree is required
  • Basic knowledge of actuarial methods and familiarity with actuarial calculations.
  • Other advanced degree(s), law degree (JD), Associate In Claims (AIC), Associate in Risk Management (ARM), Chartered Property Casualty Underwriter (CPCU), or other career insurance designations  and/ or  licenses  are  highly regarded and will be taken into account
  • At least two years of experience  with insurance  products and compliance is preferred.
  • Experience in the submission form, rate and rule filings, with i-File and SERFF is desired
  • Advanced knowledge of computer programs required to perform position duties (Word, Excel, Adobe Acrobat & industry specific software) and general computer / Windows proficiency required
  • Strong written and verbal communication skills
